Question:
If a person cuts their finger or scratches a wound and blood appears, does this invalidate their Wuḍū’? What if the blood remains at the wound and does not flow?
Answer:
According to the Hanafi Madhhab, bleeding from a wound will invalidate Wuḍū’ if the blood flows beyond the point from which it emerged.
However, if blood merely appears at the surface of the wound without flowing, the Wuḍū’ remains valid.
The following situations should be considered:
Blood appears but does not flow: Wuḍū’ remains valid.
Blood flows beyond the wound: Wuḍū’ is invalidated.
Blood is wiped away immediately: If the quantity of blood was sufficient to flow had it not been wiped away, Wuḍū’ is invalidated.
A small amount of blood appears: If the blood was insufficient to flow, Wuḍū’ remains valid.
Therefore, the determining factor is not merely the appearance of blood, but whether the blood flows or is sufficient to flow beyond its point of emergence.

Translation:
"What is meant by emergence from the two private passages is merely its appearance, whereas from elsewhere, actual flowing is required, even potentially. Hence, the jurists have stated that if a person wipes away blood whenever it emerges, and had it been left it would have flowed, Wuḍū’ is invalidated. Otherwise, it is not."
